SARAJEVO, Aug 7 (Hina) - The international High Representative in
Bosnia, Paddy Ashdown, on Wednesday appointed members to senior
judicial and prosecutorial councils which will re-elect all judges
and prosecutors. #L#
All three councils, which are to have domestic and international
members, will be Judge Jan Erik Oja of Sweden. His deputy will be
prosecutor John Peyton of the United States.
Ashdown's office in Sarajevo said in a statement that the three
judicial councils would replace 24 commissions which appointed
judges and prosecutors until now.
The judicial councils of Bosnia-Herzegovina, the Bosnian
Federation, and Republika Srpska will also be authorised to
prosecute judges and prosecutors suspected of having committed
disciplinary offences.
The introduction of judicial and prosecutorial councils marks the
beginning of the reorganisation of the Bosnian judiciary which
until recently was deemed utterly inefficient and corrupt, and a
considerable hurdle to the struggle against crime and for the
establishment of the rule-of-law.
All candidates for judges and prosecutors will be thoroughly
examined for their skills and have to provide precise data on their
income.
