will become a full member of the Council of Europe, president of the
CoE parliamentary assembly, Peter Schider said in Belgrade on

Schider specified that the decision on Yugoslavia's accession to
the CoE could be adopted at a session of the Parliamentary Assembly
on September 24 and that he had brought a list of obligations that
Belgrade needs to fulfil before then, particularly the
ratification of the European Convention on Human Rights, to respect
the Dayton Accord, to develop its legislature and legal system and
to co-operate in resolving the Kosovo issue.
On Wednesday the European Union's commissioner, Chris Patten is to
arrive in Belgrade. According to earlier announcements Patten is
going to ask Belgrade and Podgorica to present a constitutional
charter on relations between Serbia and Montenegro which needs to
be completed by the end of July and that its adoption must not be
postponed until September.
