The convention refers to the countries' commitments in the
international cooperation and change of national legislation aimed
at countering corruption.
During the two-week session, the Council's members discussed their
tasks in preventing the transfer of money and assets obtained by
corruption from one country to another.
Attempts have been made to remove obstacles to the seizure of
illegally obtained assets and their return to the injured state or
its citizens.
There are bids to force countries to rescind banking secrets and
other ways of concealing assets gained through corruption.
Polemics at the session were caused by the issue whether money
deposited into accounts in foreign countries should be frozen
immediately with the start of criminal proceedings against the
holder of the account or after the court adopts a final ruling.
Croatia's delegation, like many delegations, advocated the
effective seizure immediately upon the start of criminal
proceedings, said the head of the Croatian delegation, Zeljko
Horvatic.
