ZAGREB, June 20 (Hina) - The Croatian government on Thursday endorsed amendments to a law on formerly war-affected areas giving more precise definition to housing provision, conditions for exercising said right, and other measures
which may help people who decide to stay, return to or settle in said areas.

The restitution of property to legal owners will be completed by the
end of the year, the government's public relations office said in a
statement after the closed-door part of today's session.
The government also adopted a report on the social situation in
formerly war-affected areas and draft measures aimed at improving
and stepping up development in them. These draft measures refer to
tax and tariff benefits, higher inducements in agriculture and
small and medium-sized enterprises, housing care, employment
stimulation, and others.
The government forwarded into parliament for ratification an
agreement with Slovenia on the jointly-owned nuclear power plant at
Krsko.
The government adopted a model for the closure of the financial
scheme for construction on the Rijeka-Zagreb motorway. The
government approved that the Rijeka-Zagreb Motorway company incur
a EUR60 million debt with the European Investment Bank, and issued a
EUR60 million guarantee to Zagrebacka Bank to settle commitments to
contractors. The government assumed the Rijeka-Zagreb Motorway
company's long-term credit commitments, which amount to EUR115
million and are due after Dec. 31, 2002.
The government adopted a report on final negotiations on a
guarantee contract with the European Investment Bank for the
construction of the Rijeka-Zagreb motorway.
An agreement on cooperation in military production with Turkey was
forwarded into parliament for approval.
The government initiated the signing of a guarantee contract with
the European Bank for Reconstruction and Development for the
Croatian Air Transport Control's project of a control centre for
Zagreb.
The government also initiated the signing of Protocol 13 on the
abolition of the death penalty in all circumstances, alongside the
Convention on the Protection of Human Rights and Basic Freedoms.
The government also initiated the signing of an agreement with
Slovenia on transborder and police cooperation.
The government applauded a resolution on the further development of
cooperation among central European countries in supporting peace.
The government approved a declaration on cooperation in readiness
for disasters and their prevention in Europe's south-east.
