"It has taken us two years to appoint court presidents who are
committed to reforms in the judiciary and willing to contribute to
changes," Racan said in a Croatian Radio broadcast.
The prime minister said he would be even more satisfied had the
process been faster, however, that would mean taking shortcuts,
which he said would be unlawful and therefore dangerous.
"We no longer have an alibi for wasting time because the judicial
authorities are ready for reforms," Racan said.
