reported on Friday.

"The initialled agreement is an attempt to solve the problem, and it
is backed by the Croatian government, but the Croatian government
has obligations as any other government, primarily towards the
public and parliament, which must ratify the agreement," the agency
quotes Picula as saying to TV Koper-Capodistria in an article
headlined "Picula Says Croatia Could Back Out Of Border
Agreement".
The Slovene agency says that Minister Picula was one of the main
advocates of the agreement, which has lost the support of the
Croatian public and parliament since its initialling.
Picula told the TV station Koper Capodistria that one should wait to
see if the parliament would change its stand on the agreement, not
excluding the possibility that some parts which needed changing
would have to be discussed again.
