adopted a draft proposal for solving the issue of Kosovska
Mitrovica, a town on the border between Serbia and Kosovo which has

The document, which was forwarded to international representatives
in the province and Kosovo President Ibrahim Rugova, envisages
three stages in regulating the town's status.
Those include the introduction of security measures,
administrative measures, and the resolution of property issues and
refugee return.
The Kosovo government has suggested that a local police service for
the protection of peace and order in northern Kosovo be introduced
at a later stage. Although the issue of security in Kosovo is not
within the jurisdiction of the Kosovo government, the government
believes that under UN Security Council Resolution 1244 the local
police should be present in all parts of the province.
Two weeks ago, UN Mission in Kosovo withdrew from northern Kosovo
following fierce clashes with Serb protesters in the northern part
of Kosovska Mitrovica. Twenty-two UN policemen and 12 local Serbs
were injured in the incidents.
