Kouchner, who arrived in Pristina on Thursday, was awarded for his
contribution to the establishment of peace and democratic
development and economic revival in Kosovo. Another reason for his
being granted the title is his contribution as French Health
Minister in 1990, at the time the regime of former Yugoslav
President Slobodan Milosevic started mass discrimination against
Kosovo Albanians.
Attending today's ceremony were UN Civil Administrator Michael
Steiner, Kosovo President Ibrahim Rugova, Prime Minister Bajram
Rexhepi and the president of the European University Association,
Erik Fromen.
Steiner praised Kouchner's contribution to the reconstruction of a
ravaged Kosovo and to unmasking Milosevic's regime. He also warned
that despite significant progress, Kosovo Serbs were still not free
to move, could not use their property and felt unsafe.
