PRISTINA, Oct 31 (Hina) - Commenting on Thursday's initiative by the Kosovo parliament to amend Kosovo's constitutional framework, UN Civil Administrator Harri Holkeri told local media from New York last night the constitutional

The decision on Kosovo's future can be made neither by the Kosovo
parliament nor by the Serbian parliament, Holkeri said during a
visit to New York, where he submitted a regular quarterly report on
the situation in Kosovo to the Security Council.
Holkeri expressed concern about Belgrade's continued support for
parallel Serb structures in Kosovo, and said that Serb officials
had to cooperate with Kosovo's legitimate bodies. He also called on
local institutions to ensure equal treatment of all ethnic
communities.
