ZAGREB, Oct 30 (Hina) - The Croatian Constitutional Court stated on Thursday that the deadline for the appointment of an election ethics commission was running out and that this election body would not be appointed if parliamentary
parties did not submit the names of their candidates by November 3.

Thursday that the deadline for the appointment of an election
ethics commission was running out and that this election body would
not be appointed if parliamentary parties did not submit the names
of their candidates by November 3. #L#
The commission should comprise six non-party members, of whom three
should be nominated by the majority party in parliament and the
other three by opposition parties.
The Constitutional Court will not be able to appoint the commission
if by November 3 it does not receive preferably adjusted
nominations of three candidates of the majority coalition and three
candidates of opposition parties, court officials have said.
Upon the announcement of the decision to call elections, and before
the start of the election campaign, the election ethics commission
should issue a code of ethics defining the conduct of parties and
individuals during the campaign. According to the election
schedule, the campaign starts on November 5, November 3 being the
final deadline for the appointment of the ethics commission.
Under the law on the election of parliamentary representatives, the
ethics commission, which should issue statements and warnings so as
to promote and implement ethic and democratic election principles,
should be headed by the president of the Croatian Academy of Arts
and Sciences. The post is currently held by Ivo Padovan.
Members of the commission are appointed by the Constitutional
Court, as proposed by parliamentary parties, from among prominent
public figures who are not taking part in the elections and are not
members of any political party.
