ZAGREB, Oct 17 (Hina) - The Serb People's Council (SNV) is unhappy with the Croatian parliament's decision of Thursday that ethnic minorities do not have double voting rights, SNV president Milorad Pupovac said on Friday, adding that
the SNV would refer to the Constitutional Court.

Parliament and its committees did not clarify the dilemmas
concerning the right that ethnic minorities are entitled to,
Pupovac said, adding that parliament had only made things even more
confusing and created conditions for an irregular parliamentary
election, due next month.
He said yesterday's decision was a form of political agreement
between Mate Arlovic and Vladimir Seks.
The Election Law stipulates how national minorities vote and the
SNV maintains that under said law they are entitled to double voting
rights, Pupovac said.
