ZAGREB, Aug 28 (Hina) - The leader of the Croatian Customs Officers' Trade Union, Zeljko Popovic, on Thursday stated that customs administration still lacked regulations on the system of promotion and incentives, adding that the
government was not willing to adopt the regulations although in July it had adopted a declaration of the World Customs Organisation binding it to do so.
ZAGREB, Aug 28 (Hina) - The leader of the Croatian Customs Officers'
Trade Union, Zeljko Popovic, on Thursday stated that customs
administration still lacked regulations on the system of promotion
and incentives, adding that the government was not willing to adopt
the regulations although in July it had adopted a declaration of the
World Customs Organisation binding it to do so. #L#
The union leader claims that the government adopted the declaration
only to curry favour with the Council of Europe, without any
intention of implementing it.
The declaration binds countries which adopt it to integrate in
their legislation 12 items regulating promotion in the customs
service, the system of incentives, and the education of customs
officers, as well as their code of ethics and the wage policy.
By claiming that its decision on the adoption of the declaration
does not require changes to the national legislation, the
government has tried to fool the Council of Europe and the World
Customs Organisation, Popovic said, adding that his union would
inform relevant institutions about this.
Popovic also warned about some contentious issues in the
implementation of the law on civil servants, which he said granted
more rights to newly-employed servants than to the existing ones.
The union says that it is ready for union action to secure a just
system of promotion and equal availability of jobs.
