ZAGREB, Aug 21 (Hina) - The Trade Union of Civil Servants sent a protest letter to the government on Thursday over its failure to inform the union about its project of state administration reform which the government is scheduled to adopt after the summer recess. The union says it learnt of this through the media.
ZAGREB, Aug 21 (Hina) - The Trade Union of Civil Servants sent a protest letter to the government on Thursday over its failure to inform the union about its project of state administration reform which the government is scheduled to adopt after the summer recess. The union says it learnt of this through the media. #L# Failure to consult the civil servants' union when drawing up and adopting such an important project is not in the spirit of the collective agreement for civil servants and government employees, which stipulates that the union should be informed of any decisions pertaining to the status of civil servants and government employees, the letter said. The proposed reform of the state administration, drawn up by a government task force, should result in amendments to specific laws and by-laws relating to the organisation of the state administration. Excluding unions is therefore avoiding social dialogue and "imposing unilateral solutions", the union says. The union warns about commitments from the 2000 programme on cooperation between the government and the non-government, non- profit sector, whereby the government is obliged to include the sector in the drafting and adopting of decisions of developmental policy, strategy and programmes, especially in the initial stage. In this context, the union urges the government to inform unions and the public of the members, tasks and results of the task force in charge of drawing up the state administration reform project.
