not live in "wealthy towns".

All pupils in Zagreb will receive free textbooks this autumn,
regardless of their social status, for which funds have been
secured by the city.
"Considering that elementary education is obligatory, I believe it
is unacceptable to create differences among children at the very
start of their education process," said Ozbolt.
