The purpose of the manual was to help police officers in their everyday work, excluding criminal investigations. #L# The 272-page book has seven chapters dealing with police authority, communication with the public, conduct in specific situations, ways of confronting violence, treatment of persons requiring special protection, safety of police officers, and ethical standards. Interior Minister said cases of abuse of office and overstepping of authority were mainly caused by police officers' lack of knowledge of rules and insufficient education, and the purpose of the manual was to remove such problems. In the last two years, the police used force in about 2,000 cases, exceeding their authority in a dozen of them, Lucin said. Speaking of the book, the head of the Croatian Helsinki Committee, Zarko Puhovski, the dean of the Zagreb Law School, Davor Krapac, and the police affairs advisor to the OSCE mission in Zagreb, David Hancock, expressed confidence that it would help police officers in their further work.
