Croatia and Serbia and Montenegro's judiciary which was focused on
command responsibility in national and international law, ended in
Belgrade on Saturday. #L#
The event was organised by Belgrade's Fund for Humanitarian Law,
the Croatian Association of Criminal Law and Practice and the
Outreach programme of the International Criminal Tribunal for the
Former Yugoslavia at The Hague (ICTY).
The coordinator of the ICTY office in Belgrade, Matias Hellman,
stressed that both Croatia and Serbia's justice systems were not
prepared enough to process war crimes.
Croatian attorney Anto Nobilo said that Croatia's competence to try
war crimes was of crucial significance for the country's joining
the EU. He said that Croatia would adopt a special law regarding
command responsibility.
A representative of the Croatian Association of Criminal Law and
Practice, Ivo Josipovic, said amendments to the Penal Code were in
parliamentary procedure. He said the amendments would introduce
the institute of command responsibility.
The Belgrade conference would resume in Zagreb on June 13-14.
