Parties in the Coalition for Changes -- the Socialist People's
Party (SNP), the Serb People's Party (SNS) and the People's Party
(NS) -- which previously supported the policy of Slobodan Milosevic
and advocated a single state with Serbia, failed to reach agreement
on their joint candidate for the presidential ballot, and the
break-up of this alliance, which has so far represented the
strongest opposition in Montenegro, is in the offing.
At the previous presidential ballot, held last year with the
opposition's boycotting, Filip Vujanovic, who was the candidate of
the ruling Democratic Party of Socialists (DPS), mustered some 47
percent of votes, but the elections could not be proclaimed valid
given that less than a half of the entire electorate went to the
polls, while the then electoral law required over a half of eligible
voters to cast their votes. In the meantime the law was amended with
the annulment of that requirement. Thus, Vujanovic, who again
stands best chances to win, will need to obtain more than a half of
votes of those who will go to the polls.
