Radin said Croatia had a constitutional obligation to care for
Croats living outside of Croatia's borders, but added that this
obligation had to be backed by a concrete law.
The Montenegrin Croats spoke about problems they faced in
Montenegro, especially obstacles in communication with the
homeland, lack of Croat schools, difficulties in obtaining
Croatian citizenship, and the Croatian government's ignoring of
the Croat minority in relations with Yugoslavia, said a press
release.
A Croatian foreign ministry representative, who attended the
talks, said progress in protecting minorities in Croatia and Serbia
and Montenegro would be made soon after the two countries signed an
agreement on the protection of minorities.
