Despite the fact that he lacked qualifications, Tomic was appointed
to the post by former Yugoslav President Vojislav Kostunica.
Military analyst Ljubodrag Stojadinovic described Tomic's
replacement as a "very good sign", stating that reforms in the
military could not begin unless its security service was reformed.
Stojadinovic told Radio B92 it was difficult to asses whether
anyone in the army had in any way been involved in organising the
assassination of Premier Zoran Djindjic because one yet had to
investigate connections between a number of people who had headed
the service with, for example, Radomir Markovic and Jovica Stanisic
(chiefs of the Serbian Interior Ministry's State Security Service
during the Milosevic regime).
