The press release cites a statement by the head of the Council of
Europe's Congress of Local and Regional Authorities of Europe
(CLRAE) and governor of the Austrian province of Tirol, Herwig van
Staa, who sent Zivkovic warm congratulations on his nomination.
"He has for years been one of our key contacts in Serbia and
Montenegro and is the best guarantee for consolidating democracy in
that country," van Staa said.
