Thursday, the parliament of Serbia and Montenegro adopted by
majority vote a law on the election and recall of the head of state

Under the law, the candidate who wins the majority of 126 votes in
parliament is elected president on condition he receives the
majority of votes in each member-state.
The only candidate for the first president of Serbia-Montenegro is
Svetozar Marovic, a vice-president of the Democratic Party of
Socialists, led by Montenegro's Premier Milo Djukanovic.
