ZAGREB, Jan 28 (Hina) - The president of the Serb People's Council (SNV), Milorad Pupovac, on Tuesday called on the government to urgently adopt a programme of implementation of the Constitutional Law on the Rights of National
Minorities in consultations with minority representatives and organisations.

(SNV), Milorad Pupovac, on Tuesday called on the government to
urgently adopt a programme of implementation of the Constitutional
Law on the Rights of National Minorities in consultations with
minority representatives and organisations. #L#
The Croatian parliament passed the law on December 13 last year.
Under the law, national minorities can have at least five deputies
in parliament and eight at the most. The MPs are elected in special
electoral units.
The law also defines deadlines by which individual provisions must
start being applied (90 days after adoption).
However, the government has done nothing about that yet, said
Pupovac at a news conference in Zagreb.
He added that this referred to additional elections in units of
local government, self-government and regional administration, as
well as to the establishment of councils for national minorities in
these units.
Pupovac said that the SNV had requested talks with Vice Premier
Goran Granic, but received no reply. They will wait another
fortnight, after which they will consult with minority
representatives and MPs on how to "present the government with a
fait accompli".
The party is also concerned with the fact that the ruling coalition
and leading opposition parties have begun talks about a future
electoral law without consulting with minority representatives who
are asking for the right to positive discrimination in exercising
their right to vote, said Pupovac.
