The Trieste university is a mediator in sending government funds to
Italian communities in Croatia and Slovenia, which are united into
the Italian Union.
In mid-December of last year, the Trieste People's University's
steering committee made a unilateral decision to freeze the funds,
claiming that the university did not wish to be a mere mediator, but
that it wanted to be privy to information about which programmes the
money was being spent on.
Leaders of the Italian Union responded with their own claims,
saying that the university was not authorised to make decisions by
itself on the transfer of funds.
The Italian government supported the union's stance and apparently
unfroze the money.
