On another subject, Prime Minister Ivica Racan said a bill would be drawn up to sell state-owned flats in formerly war-struck eastern Croatia under special conditions. Miroslav Rozic of the Croatian Party of Rights said 10,000 flats remained to be purchased in that area, including 6,000 in the town of Vukovar. Local residents seek to be enabled to purchase flats under the same conditions that citizens elsewhere in Croatia had, said Rozic, recalling that the peaceful reintegration of the area and the return of people to pre-war homes began on January 15, 1998, three months after the deadline for the purchase of state-owned flats had expired. On another matter, Foreign Minister Tonino Picula did not explicitly say why Croatian flags were removed from Prevlaka, the peninsula bordering with Montenegro, and who ordered the removal. In response to a question from the Croatian Bloc's Zdravka Busic, he said Croatia's jurisdiction over the southern peninsula was regulated through a temporary protocol and the hoisting of flags through the law on the national flag and coat of arms. Croatia's flag on Prevlaka is on the exact spot envisaged by the law -- the Konfin border crossing -- and it will be hoisted on special occasions, said Picula. (hina) ha sb
