The votes in favour of the Djukanovic cabinet came from the ruling
coalition comprised of the Democratic Party of Socialists and the
Social Democratic Party. Most opposition parties were either
absent or did not vote.
MPs of the Socialist People's Party and the Serb People's Party
walked out of the session after Djukanovic started answering
questions, while MPs of the People's Party did not attend "due to
Christmas holidays". The Liberals said they would continue
boycotting parliament sessions until the constitutional charter of
the new Serbia-Montenegro union was adopted.
Djukanovic announced the resolving of difficult social problems,
the establishment of a law-based state, and the creation of
institutions which would make Montenegro part of the developed
European environment.
