"look like an agreement on succession". They "should serve as a detour for the authorities in Podgorica to exact Montenegro's independence," he said.
BELGRADE, Jan 14 (Hina) - Yugoslav Vice-Premier Miroljub Labus said
on Tuesday that the constitutional charter regulating relations
between Serbia and Montenegro and the constitutional law on its
implementation were "grotesque" and "look like an agreement on
succession". They "should serve as a detour for the authorities in
Podgorica to exact Montenegro's independence," he said. #L#
"They have been playing for time for three years and we are paying
their secession," said Labus, describing his signature on the
Belgrade agreement as his "biggest failure".
The best solution would be for all in Serbia to admit that
negotiations on redefining relations between Serbia and Montenegro
were unsuccessful, and for a referendum to be conducted in
Montenegro, Labus said ahead of a meeting of the Constitutional
Commission which will once again try to harmonise essential
documents of the new union of Serbia and Montenegro.
The only possible solution at the moment is for Serbia to create
defence mechanisms which would guarantee its integration into the
EU, independent of the character of its future relations with
Montenegro, said Labus.
The Belgrade agreement was signed in the Serbian capital last
spring by Serbian and the then Montenegrin prime ministers Zoran
Djindjic and Filip Vujanovic, Labus, and the two republics'
presidents, Vojislav Kostunica and Milo Djukanovic, in front of EU
High Representative Javier Solana.
