Commenting on claims by representatives of the Kosovo authorities
on the need to recognise Kosovo's independence, Kostunica said
"there can and will be no final solution on Kosovo's status until
all obligations from the UN Security Council's Resolution 1244 are
fulfilled", i.e. until all Serb refugees and other non-Albanians
returned to Kosovo and minority rights and freedom of movement were
ensured.
Commenting on two previous presidential elections in Serbia, which
failed due to a low turnout, Kostunica said that 850,000 people were
illegally registered in voters lists (15% of eligible voters) while
another 400,000 Yugoslav citizens living or residing abroad at the
time of the election were not allowed to participate in the vote.
Kostunica believes that the political crisis in Serbia can be
solved by calling a parliamentary election as soon as possible.
Asked to comment on a draft constitutional charter regulating
relations between Serbia and Montenegro and whether the survival of
the joint Serbian-Montenegrin state was possible, Kostunica said
that the charter was not an ideal solution, but it was the best
possible one at the moment.
However, Kostunica believes that it would be best for Serbia and
Montenegro to stay together for historical, economic and social
reasons.
