GONG president Suzana Jasic said that 850 trained non-party observers and 63 mobile teams would be monitoring the election process. The organisation will release statements in the course of election day and a preliminary report at the end of election day.
GONG will also monitor institutions in charge of organisation and conduct of the election and those responsible for voter registers, as well as reports by presidential candidates on campaign funding.
GONG is financially supported by the Academy for Educational Development, the Norwegian Embassy and the Organisation for Security and Cooperation in Europe (OSCE) Mission, which provided 420,000 kuna (approximately 56,000 euros) in total.
GONG vice-president Vanja Skoric warned about an estimated surplus of 350,000 voters registered in voter registers, who account for 10 per cent of the electorate. The number was obtained by comparing the number of voters in the voter registers to that of adults in the population census.
Skoric said that the information had been confirmed by the Central State Administration Office, which said that before the parliamentary election in 2003 about 308,000 voter slips had been sent back because the voters in question did not live at registered addresses.
