Nowhere in the world is there a country like Bosnia-Herzegovina, Pack told Bosnian Television on Tuesday evening.
According to her, Bosnia-Herzegovina as it exists today -- with ten cantonal governments in the Federation of Bosnia-Herzegovina, two entity and one state government -- cannot join the European Union. She added that Bosnia could not enter the EU with the international community's High Representative and until all war crimes indictees were arrested.
The Dayton agreement ended the war, but it did not provide good foundations for a functioning state of Bosnia-Herzegovina, Pack said.
Asked to comment on divided opinions within the European Union about amendments to the Dayton agreement, Pack said the European Union had many other problems in the region including the problem of Serbia and Montenegro and that of Kosovo.
At the end of 2003, Pack and a group of European parliamentarians (Tadeusz Mazoviecki, Hans Koschnik...) signed a petition requesting amendments to the Dayton agreement.
