OPATIJA, Nov 26 (Hina) - The Assembly of the Croatian Journalists' Association (HND) on Friday supported a proposal by Association President Dragutin Lucic that the authorities should apologise to free-lance reporter Helena Puljiz for the way she had been treated by the Counterintelligence Agency (POA).

Lucic said that the Croatian Parliament or its National Security Committee should apologise to the reporter, and if they failed to do so by December 1, the HND would request an opinion from the European Federation of Journalists and relevant bodies of the European Union.

Lucic spoke of the case as part of his report on the association's activities in 2004. Puljiz had approached the HND for help after she had been questioned by the POA.

Lucic emphasised that the responsibility of the POA agents had not been established, that Puljiz had not threatened national security and that her human rights had been violated. "We must prove in this case that the individual must not be powerless before the system."

During the debate, it was proposed that the President of the Republic and the Prime Minister should apologise to Puljiz, and funds were raised to help the journalist.

The Assembly adopted amendments to the HND Statute, and accepted a proposal that a task force be set up to draw up necessary amendments to the Code of Honour and the Rules on the Code of Honour because they do not provide for cases of violation of the professional ethic.

The session was held in the northern Adriatic resort town of Opatija.
