MOSTAR, Nov 20 (Hina) - Croatian Prime Minister Ivo Sanader has said "someone evidently wants to exploit in the pre-election campaign" the recent disagreements between the president of the republic and the minister of defence over a memorandum on military cooperation between Croatia and the US.

The disagreements between President Stjepan Mesic, the supreme commander of the Armed Forces, and Defence Minister Berislav Roncevic came about after Mesic said recently that he had not been informed about the memorandum, which was signed in July.

Speaking to the press in Mostar on Saturday, Sanader said it was "entirely unacceptable" that a link in the communication chain between Mesic and Roncevic wanted to use this for the presidential pre-campaign, but did not say who that was.

"As far as I know, communication between the head of state and the defence minister has been very good so far and will continue to be," said Sanader.

Mesic said today he felt that Roncevic should have informed him, in his capacity as the military supreme commander, about the signing of the memorandum because under amended legislation the defence minister is part of the chain of command.

Roncevic said yesterday the chain of command had not been violated and that before, documents such as the memorandum in question had never been submitted to the president for approval. He added that the military chief of staff, Josip Lucic, who has weekly briefings with Mesic, had been fully informed of the memorandum.

The memorandum was signed by Assistant Defence Minister Jelena Grcic-Polic.
