Commission executive director Adnan Merovci said that 51.11 per cent or 663,000 of nearly 1.3 million eligible voters cast their ballots, adding that the figure did not include 34,000 conditional votes and ballots cast by Kosovo Serbs currently staying in Serbia and Montenegro.
According to the results, the Kosovo Democratic League won 45.03 per cent of the vote, the Kosovo Democratic Party 28.65 per cent, the Alliance for the Future of Kosovo 8.28 per cent, the Civil List ORA 6.26 per cent, the Albanian Christian Democratic Party of Kosovo 1.81 per cent, while the remaining parties gained seven per cent altogether.
OSCE mission chief Pascal Fieschi said that the elections were successful and free, and international monitors described them as fair, free and democratic.
In New York on Monday, UN Secretary General Kofi Annan welcomed the peaceful conduct of the elections and called for the election results to be respected.
Annan expressed his disappointment at the poor turnout of Kosovo Serbs, but commended those among them who had gone to the polls and who had run in the elections despite the heavy pressure exerted on them.
The election process was overseen by more than 12,000 local and international monitors.
The final election results are due to be released by November 7.
