The Croatian-Swedish consortium which stands behind the said company later in the day said it was shocked at the council's decision, which it labelled as scandalous and unlawful.
Tele2 was the only company to submit its offer on time, by noon 14 September, for the concession of the second generation of mobile telephony (GSM/DCS-1800), namely for the third mobile operator in Croatia.
