After talks with U.N civil administrator Soeren Jessen Petersen, Solana called on Serbs to take part in the parliamentary elections scheduled for October 23.
Petersen told reporters that the process of implementing standards set by the international community must be accelerated so that a debate on Kosovo's final status could be launched in mid-2005.
Solana stressed that unless those standards were met, talks on Kosovo's final status could not be launched.
The EU officials also visited the reconstructed houses of Serbs which were damaged during the March ethnic violence in the province.
He stressed that all displaced people must return to their homes.
