The remains were discovered in a 60-metre deep pit, the so called Golubnjaca, near Ljubovo.
Given that the bodies had been moved it is possible that there are 15 people buried in the pit. The victims are mostly men, but the bodies of two elderly women have also been discovered in the pit, Assistant Veterans' Minister Ivan Grujic told reporters on Sunday.
Grujic said the victims had been tied before being thrown in the pit and they were killed by firearms.
There are indications that the victims are Croatians from Siroka Kula who went missinf in October 1991.
The remains were taken to the Forensic Institute in Zagreb.
So far, the bodies of a total of 3975 victims have been exhumed in Croatia.
The country is still searching for 1,189 persons who went missing during the Homeland War.
