During talks with Albanian President Alfred Moisiu, Rugova advocated Kosovo gaining independence as soon as possible, claiming that "independence would bring peace to that part of Europe and the world" as well as to Albanians in south-west Europe.
Moisiu repeated that Albania's position on the issue of Kosovo was that it would be solved with the definition of its status.
Defining that status is crucial for the strengthening of regional stability, he said.
Rugova last visited Albania in 1997, after which he refused new visits due to his disagreement with the ruling Socialists who supported Hashim Taqi, his political opponent in Kosovo.
The Kosovo president also met Albanian Prime Minister Fatos Nano.
