MONTENEGRIN PRESIDENT EXPECTS INDIVIDUAL NEGOTIATIONS WITH EU

PODGORICA, Sept 6 (Hina) - Montenegrin President Filip Vujanovic has said the recent decision of European Union foreign ministers regarding Serbia and Montenegro is an opportunity for the two republics to individually step up the signing of Stabilisation and Association Agreements with the EU.

The decision "means the acceptance of individual negotiation processes... even though the processes will formally be taking place via the state union's common address," Vujanovic told Podgorica's Republika daily.

At a meeting in Maastricht on Saturday, EU foreign ministers supported the preservation of the state union of Serbia and Montenegro, but a statement issued after the meeting said that one should recognise the difficulties in the harmonisation of markets and customs and apply special technical solutions for the two republics in the European integration process. Leading EU officials said that a two-track negotiations approach would be applied in practical issues.

Vujanovic said it was pointless to stay in the state union if both republics assessed the state union did not work and was expensive. "It is evident that the union of Serbia and Montenegro hasn't realised its objective and that its further functioning jeopardises Montenegro-Serbia relations."

Vujanovic assessed "this situation binds both Belgrade and Podgorica to find a model of overcoming these problems in a friendly way, without tensions, in the interest of preserving good Montenegro-Serbia relations, like the Czech and the Slovaks did".

Vujanovic thinks the international community will accept any agreement reached by Montenegro and Serbia because reaching an agreement is the best way to define relations well.

Montenegrin Foreign Minister Miodrag Vlahovic said he was happy with the new elements of the EU position on problems in connection with the European integration of Montenegro and Serbia.

"Montenegro hopes this is the beginning of a better reading of the reality between Serbia and Montenegro and of a better understanding of Montenegro's legitimate intentions to independently join the EU, in a way that won't encumber the region nor disrupt anything in Montenegro," Vlahovic told MINA news agency.
