"Europe, to which Serbia and Montenegro aspires, cannot understand that we want to join European integration processes by disintegrating first," Kostunica said in an interview with the Podgorica-based Dan daily.
He went on to say that representatives of Montenegrin authorities had not launched any formal initiative for the start of talks on the disassociation of the state union according to the Czech-Slovak model, which he said was based on an agreement between political elites and not on a referendum.
"Even if such an initiative were to be launched, it would have one fundamental flaw - it would be in direct violation of the Constitutional Charter, which envisages that the status of the member-states can be changed three years upon entry into force of the charter, after a referendum," Kostunica said.
Montenegrin President Filip Vujanovic and Prime Minister Milo Djukanovic have recently announced that they will launch an initiative with the Serbian authorities to start talks on peaceful disassociation, with preference for the Czech-Slovak model.
