The idea of the dissociation of Serbia and Montenegro was born immediately after the signing of an agreement on a join state, namely a community of the two states. Under the document signatories, after three years signatories to the agreement could organise a referendum at which citizens would decide what kind of a state they wish to live in.
Montenegrin Prime Minister Milo Djukanovic said representatives of the Serbian and Montenegrin governments would soon meet to discuss that issue. He said Montenegro would propose to Serbia that the dissociation process be conducted according to the Czech-Slovak model.
Montenegrin President Milo Djukanovic said that the referendum in Montenegro must be held as a democratic expression of the free will of citizens regarding the country's future.
New Montenegrin Foreign Minister Miodrag Vlahovic has expressed doubts in possibilities for Montenegro to gain independence soon as the solution of this issue does not depend only on Montenegro but also on some still unsolved issues in the region, primarily Kosovo.
The head of the Democratic Union of Albanians (DUA), Ferhat Dinsa, said on Monday that "the most democratic solution to the stabilisation of the situation in the Balkans would be parallel referendums in Montenegro and Kosovo.
