PRISTINA, Aug 20 (Hina) - The Foreign Minister of Serbia-Montenegro has said that dialogue between Pristina and Belgrade should begin immediately and without any conditions.

"Without talks there is no agreement. It is more useful to have failed talks than no talks," Vuk Draskovic, the minister of the state union of Serbia-Montenegro, said in his interview with the Pristina-based Albanian language Koha Ditore daily.

Regarding the coming parliamentary elections in Kosovo, Draskovic, unlike his partners in the ruling coalition in Belgrade, called on Serbs to go to the polls.

He described the policy of former Yugoslav and Serbian President Slobodan Milosevic, who is accused by the UN tribunal of war crimes, as being anti-national.

Draskovic said that four Serbian generals, indicted by the Hague-based tribunal for war crimes in Kosovo, should surrender to the ICTY as this was an obligation which Serbia should meet.

Asked about the possible final status of Kosovo, Draskovic said he was in favour of the three E's: E- for the European protection of minorities in the province, E for the European model of Kosovo's decentralisation, and E for the European quality of the border between Serbia-Montenegro and Albania so that it would not be changed.
