A spokesman for Kosovo President Ibrahim Rugova said the report should have mentioned recommendations on the change of the role of UN Mission in Kosovo (UNMIK). Muhamet Hamiti added that he was convinced that the current tasks of UNMIK would be changed with the UNMIK assuming, to a greater extent a role of observers, and transferring more and more authorities to local institutions.
Spokeswoman for the Kosovo government, Mimoza Kusari, said representatives of local institutions and UNMIK should have taken part in the Security Council's discussion.
Commenting on the Council's call on local Serbs to take part in the Kosovo elections, a Kosovo Serb leader, Milan Ivanovic, described this call as "hypocritical, as there is no security for Serbs, they do not enjoy freedom of movement and have no access to institutions".
Ivanovic told a news conference in the city of Mitrovica that there would be no conditions for Kosovo Serbs to participate in the Kosovo parliamentary elections "unless the Serbian government's plan on territorial autonomy and institutional protection is applied".
