The dailies report that the representatives of Security Council member-countries who took part in the debate urged Kosovars and their leaders to focus on the implementation of standards for Kosovo so that its political status could be defined.
According to the dailies, the tasks that have to be carried out cover the rule of law, the resumption of dialogue, the reform of local government, and the participation of every community in elections.
The Zeri daily says the Security Council assessed that a limited but still encouraging headway had been achieved in Kosovo since the March riots. Zeri adds it is unacceptable that representatives of the U.N. Mission to Kosovo (UNMIK) and of Kosovo institutions did not take part in the Security Council debate.
Zeri also criticises official Belgrade saying it is obstructing dialogue with Pristina, and adds that Annan cited Belgrade in his report as the party objecting to the continuation of dialogue.
The Koha Ditore daily says representatives of the United States and Great Britain said that UNMIK's role in Kosovo should be that of monitor while Kosovars should be given greater powers and responsibility.
Virtually all who took part in the debate were agreed that the Serbs' decision to boycott the Kosovo elections is a big mistake.
