SARAJEVO, May 4 (Hina) - The House of Representatives of Bosnia-Herzegovina's Parliament on Tuesday endorsed a draft framework law on higher education, although deputies of the Croatian Democratic Union of BiH (HDZ BiH) were against the proposal as they fear that the new law would bring into question the constitutional right of the Croat people to use the Croatian language and script at universities.
SARAJEVO, May 4 (Hina) - The House of Representatives of Bosnia-Herzegovina's Parliament on Tuesday endorsed a draft framework law on higher education, although deputies of the Croatian Democratic Union of BiH (HDZ BiH) were against the proposal as they fear that the new law would bring into question the constitutional right of the Croat people to use the Croatian language and script at universities.#L# The draft act, moved by the ministry of civil affairs and communications, envisages that tertiary education will in the future be regulated at the level of entities instead of cantons. HDZ BiH parliamentarians insisted that the state bodies be entrusted with the task to regulate tertiary education, but Minister Safet Halilovic turned down their proposal saying that the state had no sufficient funds to finance universities. The project of shifting jurisdiction for higher education from the cantonal level to the entities is supported by the international community. The World Bank has made a 42-million loan for university reforms in the country conditional on the adoption of the new law. (Hina) ms
