HNS leader Vesna Pusic said at a news conference the programme was based on the economy, knowledge, and decentralisation of Croatia and its division into regions.
The economy needs a minimum growth rate of six percent, said senior party official Radimir Cacic, adding that the role of the state in achieving that goal was to raise the level of education and knowledge and attract capital, as well as encourage public-private partnership.
The HNS proposes changing the tax system to pay entire income tax revenue into the budgets of regional and local self-government bodies.
It also proposes changes to the election system introducing smaller constituencies and direct elections for some candidates.
Asked to comment on Privredna Banka Zagreb having introduced loans for members of the Italian community with more favourable terms than those offered to other clients, Pusic said there were indicators that this was in violation of the Constitution.
