Serb party's executive committee for rescinding agreement with government

VUKOVAR, Nov 7 (Hina) - The Executive Committee of the Independent Democratic Serb Party (SDSS) will request the Main Committee to cancel the agreement signed between SDSS members of parliament and the government, Executive Committee chairman Boro Rkman told Hina on Monday.

Rkman said the Executive Committee concluded on Saturday that the only items of the agreement which had been mostly or fully honoured were those regarding the obligations of the SDSS.

He added the government had honoured a very small part of the agreement and that the implementation of some provisions had not even begun although the document was signed nearly two years ago.

The SDSS Executive Committee concluded the government had fully honoured the obligation to set a new deadline for applying for house reconstruction, and that another 16,000 applications were submitted by June 30.

Rkman said the Executive Committee was partly satisfied with the return of property to owners although the deadline was extended twice so far.

The committee was also satisfied with the possibility of SDSS representatives' participation in government bodies, but was dissatisfied that assistants had not been appointed to the economy and health ministries from the SDSS ranks.

Rkman said other key issues the implementation of which the party's Executive Committee thought had not begun referred to housing care for former tenancy rights holders. He added the government had not even launched the damages process for owners of private property which was damaged or demolished in areas which were not affected by the 1990s war.

Rkman went on to say that the representation of Serbs in the judiciary, the police and public institutions was insufficient.

"Members of the Serb national minority continue to be exposed to various forms of collective responsibility for crimes committed in the war, and the unselective list of war crimes suspects is at the top of the list of elements causing insecurity among members of the Serb national minority," he said.

He added that the SDSS Main Committee would consider the initiative to rescind the agreement with the government at its next session, mostly likely at the end of this month.
