Hoolbrooke announces renewed US engagement in Bosnia

SARAJEVO, Oct 29 (Hina) - Former US peace mediator for Bosnia and Herzegovina Richard Holbrooke has announced a new full engagement of the United States in resolving the situation in Bosnia.

In an interview with Saturday's Dnevni Avaz, Holbrooke said the George W. Bush administration intended to mark the tenth anniversary of the Dayton peace agreement with a renewed engagement.

Holbrooke called this new process "Dayton plus", telling the Sarajevo-based newspaper that the Dayton agreement did contain some mistakes, but that the biggest problem stemmed from its inconsistent implementation.

Holbrooke said he was primarily referring to the fact that Bosnian Serb wartime leaders Radovan Karadzic and Ratko Mladic, indicted by the Hague war crimes tribunal, had still not been arrested.

Holbrooke said Karadzic was probably hiding in a monastery along the Serbia-Montenegro border and that he was guarded by soldiers, criminals and members of paramilitary units, like Zeljko Raznatovic Arkan's. He added Karadzic still had influence on the Serb Democratic Party (SDS) and was trying to undermine peace and unity in Bosnia.

Holbrooke said he advocated banning the SDS from political activity because of Karadzic's continued influence on it.

Speaking of other mistakes related to the Dayton agreement, which ended the war in Bosnia in 1995, Holbrooke mentioned the existence of three armies in the country, a multi-member state Presidency, and the recognition of the name Republika Srpska.

Asked if Bosnia needed a third, Croat entity, he said this was up to Bosnian citizens to decide, but added that internal administrative units in one country should not be nationally defined.
