ZAGREB, Oct 20 (Hina) - European Union Enlargement Commissioner Olli Rehn said in Geneva on Thursday the EU would soon offer Bosnia and Herzegovina negotiations on a Stabilisation and Association Agreement (SAA).

He was speaking at a two-day international conference called "Ten Years of Dayton and Beyond". Organised by the Association Bosnia and Herzegovina 2005, the event is being held on the tenth anniversary of the peace process in Bosnia, which began in Geneva in September 1995. A peace accord was agreed in Dayton that November and was signed in Paris on December 14.

Rehn said it was time to recognise the limits of the Dayton agreement. He was also in favour of abolishing the Office of the High Representative in Bosnia.

He said the fundamental obstacles the authorities in Bosnia must overcome before signing the SAA were the complex constitutional structure, financial unsustainability and the position of the high representative.

Rehn went on to say it was questionable if the Bosnian constitutional framework was appropriate for progress in the integration process. He said Bosnia had 13 governments, 700 parliamentarians, 180 ministers, 13 prime ministers and three presidents, which he added was complicated, fiscally untenable and diminished the country's ability for negotiations.

Rehn said the role of the high representative had been useful and helped the country normalise, but added it was time Bosnia and Herzegovina invested more effort in its future.

The conference resumes tomorrow.
