The Ministry for Human and Minority Rights requested from state institutions documents necessary to file a request for Lukic's extradition, but the Serbian Interior Ministry replied that Lukic did not have Serbia and Montenegro citizenship, Ljajic told Beta news agency.
Ljajic said that the extradition request would nevertheless be filed.
"We can seek the extradition of our and foreign citizens if criminal proceedings are being conducted against them," Ljajic said, adding that the request would be sent to Argentinian authorities next week.
Lukic was recently sentenced in a retrial to 20 years in prison for a war crime committed against 16 Muslims from southern Serbia. If Argentina extradites him to Serbia and Montenegro, he could request a retrial.
Minister Ljajic said Lukic was not very likely to be extradited to Serbia and Montenegro because the Hague tribunal, which indicted him for war crimes in Visegrad in eastern Bosnia in 1991, takes precedence over national courts.
