BELGRADE, July 18 (Hina) - Indictee Ratko Mladic must be brought before the Hague tribunal and that fact that he is still at large is the main obstacle to Serbia and Montenegro's joining Partnership for Peace project and NATO, NATO Secretary-General Jaap de Hoops Scheffer said in Belgrade on Monday.

"My message to the authorities in Serbia and Montenegro is: arrest Mladic as soon as possible, today or tomorrow , but do it," Scheffer told reporters after talks with the President of Serbia and Montenegro Svetozar Marovic and Foreign Minister Vuk Draskovic. He said he was pleased with efforts the authorities of Serbia and Montenegro invested in arresting war crimes suspects. He reiterated that Mladic's arrest was crucial for the country's full integration with Euro-Atlantic institutions.

He said he could not explain how was it possible that ten years after the slaughter in Srebrenica Ratko Mladic could not be found.

President Marovic said after the talks that the extradition of general Mladic was the main condition for Serbia and Montenegro's joining the Partnership for Peace project which, according to him, would ensure full political stability for further economic and financial reforms and progress of Serbia and Montenegro.

"We met all conditions for the Partnership for Peace project, but arrested Mladic;" Foreign Minister Draskovic said adding that he hoped that a major public campaign would be launched in Serbia so that the country could meet its legal and moral obligations.

Scheffer called on the authorities in Belgrade to influence Serbs in Kosovo to join Kosovo institutions, adding that he would like to see a more mature dialogue between Belgrade and Pristina.

Scheffer and Draskovic on Monday signed an agreement on NATO land communication links through the territory of Serbia and Montenegro which, according to Draskovic will enable NATO forces, including KFOR, to react anywhere in the region where human rights, people and peace are endangered.

NATO Secretary General will also meet Montenegrin President Filip Vujanovic and Prime Minister Milo Djukanovic. Scheffer and Serbian President Boris Tadic are scheduled to take part in a panel debate on challanges of Euro-Atlantic integration processes.
