PODGORICA, July 23 (Hina) - Montenegrin Parliament Speaker Ranko Krivokapic has said that war damages to Croatia, including for damage done to Dubrovnik, can be paid by the party which might be convicted of aggression at the International Court of Justice in The Hague.

Speaking to Podgorica's Vijesti daily of Saturday, he said that after the referendum on Montenegro's independence, Serbia would be the successor of the former Federal Republic of Yugoslavia and inherit all the privileges and burdens this entailed.

He also said there could be no talk about the model of paying war damages to Croatia which Montenegro recently announced, but about "donations which Montenegro gives to Croatia's citizens out of moral responsibility". He added the war damages could be paid only by international subjects which took part in the aggression and that Montenegro had not been one of them.

Prime Minister Milo Djukanovic said on Friday that Montenegro's obligations to Croatia amounted to less than 400,000 euros and that this did not refer to war damage.

He recalled that the lawsuit Croatia filed against Serbia-Montenegro referred to genocide and that relevant international courts had still not ruled in the case.

Djukanovic said Montenegro had not rushed by admitting to possible war damage and that it had not started to settle it.

He went on to say that there were no contentious political issues between Zagreb and Podgorica since his meeting with Croatian President Stjepan Mesic in Cavtat in 2000.

He added, however, that he could not say with the same certainty that the wounds between the neighbouring Dubrovnik and Boka regions had healed.

Djukanovic said the latest steps were aimed at re-establishing confidence and good neighbourly relations as well as showing others how one should behave.
